I'm not seeing any blocks or suppressions for this user so they should be receiving emails just fine! I'd recommend have this user check their promotions folder as well since I do see that they are using a gmail email address.
That's so frustrating. If you're using a gmail address, could you check the promotions folder? They sometimes get shoved there. Though for others it's been going straight to the trash or not showing up at all. I'll see what I can find out as well. I suppose I could just send out a discussion thread with every issue to say that it's ready to read!
